here is a whole culture of valuing animals or not, attached to that.  From government legislation level downwards.  Whilst puppy mills are acceptable to the government of a country why should the general public who are looking for a cheap pet value that pet and care what dog it is mated to or its breed lines. 

You hit the nail on the head. Until we, as a society raise our view of what animal owner ship is, we will always have people who view dogs as a commodity no more important than a pair of shoes.
